Monthly Adoption Subsidy The monthly adoption subsidy is a negotiated amount agreed upon by the CYA and the adoptive family. The adoption subsidy, in combination with the adoptive parents' resources, is designed to cover the costs of meeting the ordinary and special needs of the child.
The adoption assistance program is funded through federal, state, and local dollars. The federal contribution to Title IV-E-eligible children—known as the Federal Financial Participation or FFP rate—is 51.82% in Pennsylvania. There is an 80/20 split between the state and county for a state adoption monthly subsidy.
(c) Subsidy to a child may be disrupted if the eligibility agency cannot continue to subsidize the number of children enrolled in subsidized child care due to insufficient State or Federal funding.
